BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: Section 1: ~ That the Code of the City of Portsmouth, Virginia, 1961, be amended by adding thereto four new sections to be numbered and to reaa as follows: ARTICLE XIV. Sec. 10-i17. MUNICIPAL BOND CO~{ISSION, Portsmoutk ~niclpal Bond Commission - crea'cion; composition, A commission, to be known as the Portsmouth Municipal Bond Commission, is h~reby created. The commission shall consist of eight members. The mayor, city manager and city auditor of the city shall be ex officio members of the commission~ and th~ remaining five members shall be appointed by the council. The appointed m~mbers shall be residents of the city. Sec. 10-118. Same - terms of members; oath; vacancies; compensation. The te~ims of the ex officio members shall begin on March 1, 1964, and shall correspond to their respective official tenures, The members first appointed shall be appointed :o serve for 'terms of three years from March 1, 1964, and there'~fter th~ appointed members shall be appointed for terms of three years. All members shall take the oath of office prescribed by the Char~er for officers of the city, and if any such member shall, for thirty days' after receiving notice of such appointment, fail. to take such oath, :onsidered as having
