Th~ term of the ex officio member shall begin on November 1, 1966, and shall correspond to his official tenure. The terms of the appointed m~n- bets shall begin on November 1, 1966. Of the original board, one of the appointed members s~all be appointed for a term of one year, one for a term of two years, one for a term of three years, and one for a term of four years. At the expiration of the respective terms of such appointed members, their successors shall be appointed for terms of four years. The appointed members snail hold office during their respective terms and until their successors are appointed and qualified. All vacancies shall be filled by appointment by the council for the remainder of the unexpired term. Hach member shall take the oath of office prescribed by the charter for city officials, and if any such member shalt, for thirty days after recezving notice of such appointment, fail to take such oath, ne shall be considered as having declfned said office, and the same shall be deemed vacant. All members of the hoard shall serve as such without compensation. Sec. 1SA-9. Same - Organization; quor~ue. The members of the Portsmouth Law Library Board shall, immediately after their election and qualification, meet and organize. They shall elect a chairman, a vice-chainaan and .such other officers thereof, if any, as they may deem necessary. They shall hold office for a term of one year. A majority of the members of the board shall con- stitute a quorum for the transaction of business. Sec. 1SA-10. Same - Powers ai~ duties. The board shall have the control and manage- ment of the Portsmouth Law Library and shall make and adopt such by-laws, rmles and regulations for their guidance and for the control and management of the Portsmouth Law Library as may be deemed necessary and expedient. -2-
