The minimum service charge shall cover emptying each such container not more than eight times peri,month, and the service charge for each time the container is emptied thereafter in any month shall be three dollars and fifty cents. Section 13-27. Billing and collection procedures. (a) The minimu,~ service charge under section 13-2] shall be billed quarterly in advance. Where such service exceeds the minimum, additional bills will be rendered at the end Of each month for the excess se~¢ice. [b) The minimum service charge under sections 13-21.t, 15-22 and 15-25 shall be billed monthly in advance. Where such service exceeds the minim~, additional bills will be rendered at the end of each month for the excess service.
