AN ORDINANCE TO ;~NS~ND THE CODE OF ~HE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY ADDING TO CHAF±'~H 31 5I~EREOF, A N~ ARTICLE NUMBERED V, CONSISTING OF SIX SECTIONS, ESTABLIShiNG THE PORTSMOUTH HIGHWAY SAJ,'~±'~Z COmmISSION AND S~l'l'iNG FORTH THE ORGANIZATION AND DUTIES OF SUCH CO~SSION. Be it ordained by the Council of the City of Portsmouth, Virginia: 1. That the Code of the City of Portsmouth, Virginia, 1961, be amended by adding to Chapter 31 thereof, a new article numbered V, consisting of six sections, ~uch new article to road as follows: Article V. Portsmouth High~y Safety Commission. Sec. 31-51. Portsmouth Highway Safety Commission Established. A co~u~nission to be known asthe Portsmouth Highv~ay Safety Commission is hereby established. Bec. 31-52. Conrposition, appointment, and term of members; vacancies The Con,mission shall consist of nine members, who must be residents of the Cit~ of Portsmouth..~ne mambers of the Cormmission shall be appointed by the City Councml. The Con~ission shall consist of at least one person from each of the following classes: (1) City Council; (2) School System; (3) Police: judiciary or traffic engineering; and (4) medical service field. The terms of the initial members of the com- mission shall commence on November 1, 1968. Of the initial appointments, three shall be for terms of one year, three for two years, and three for three years. At the expiration of such terms, their successors shall be appointed for terms of three years, kn~v person ~no is appointed to represent one of the four classes enumerated above ~nd who shall cease to be a member of such class, shall forthwith cease to be a m~mber of the Cormr_ission~ess there shall at tb~t time be another representative of such class on the Commission. All vacancies shall be filled by appointment for the remainder of the unexpired term. Sec. 31-53. Co~ensation. The m~nbers of the Conm%tssion shall serve as such without compensation. Sec. 31-54.
