proposed location and extent of earthwork s~ud fill operations, proposed <br />equipment sand est~_~ted daily or weekly vol~e of refuse, and such other <br />info~?~tion as may be required by the Buildir~ Official. Copies of the <br />application shall be fo~ded by the Building Official to the City Co's~ucil <br />via the City Manager. <br /> <br /> (b) ~ne Building Official shall examine the prenmises and shall also <br />coordinate his investigation v~th the Dep~r~ent of Public Health sand the <br />Depa_~tment of Public Works to determine whether the granting of the lice~e <br />to the applics~nt would or would not violate the health regulations of the <br />city or would in any w~y crea~e a hazard or menace to the public health or <br />would in any way create a nuisance to the people of the city, mhd shall m~ke <br />a report, giving his recom~endations to the City Co'mncil. <br /> <br />Sec. 13-32 Reomzlations govern~r~ operation. <br /> <br /> In the operation of or =~intensance of any landfill in the city, the. <br />follo~ing regulations s~mll be co~plied ~th: <br /> <br /> (a) it shall be m. nlawful for garbage to be used for landfill material <br />an~-¢~here in the city. <br /> <br /> (b.) F~ixed refuse m~terial shall be spread out on the working area of <br />the lmndfilt so that the depth does not exceed a m~xLwmm depth of two feet <br />prior to its compaction mhd shall be thoroughly compacted by equipment of a <br />size and weig~ht capable of producing a do~,mwardly or ground press~re of at <br />least Five pounds per square inch. <br /> <br /> (c) The area shall be continually policed vo prevent fire and the <br />blo-~ing of papers; sb~ll be neat and sanitary at all t~es; mhd sb~ll be <br />covered at the end of each day's operation, as well as when ~nd conditions <br />warrant it through the davy, with sufficient material to prevent blowing <br />papers a~d unsightly conditions. The size of the active area on which re~se <br />is being currently deposited shall be kept to a <br /> <br /> (d) Cover ~aterial will consist of earth~ loam., clay, sand, or a <br />mixture of at least 50 per cent earth amd other inert materials, such as ashes, <br />cinders, or gravel. A mim~hmt~n depth of one foot of comoacted cover m~d spread <br />cover material sb~.ll be k~ot on all inactive areas of t~e landfill at all tLmes. <br />The active areas of the landfill shou2d be covered at the end of each day's <br />operation, W_th .at least six inches before co,.~paction of cover material. <br /> <br /> (e) ~.en the Fill has been brought up to two feet below the desired <br />finished grade, it shall be covered ,;~ith at least two feet of compacted <br />cover ~aterial and sb~ll be grade~ and seeded in such a ~z~nner as to pre-~ent <br />erosion, <br /> <br /> <br />
