(f) The "trench system~' of landfill shall r~t be used. (g) Ail garbage and refuse material existirg on the site at the time the permit is issued either in the form of an open d~.m%p or any other form, shall be collected, co,acted, and covered ~_th cover r~aterial at least one foot in depth if below the desired finished ~ade, or with inert ~.~.terial at least two feet in depth at the finished grade. This cover speration shall be comp~leted wi~hin fifteen wor~ng days after the issus_nce of a special pe~,~t for the sanitary l~2adfill. (h) The licensee or operator shall erect such temporar~y or permmnent fences as are per_~itted by law to prevent uunauthorized persons from dumping waste, refuse or ~bage upon thelmndfill site and sb~ll take such other measures as m~v be necessesry to control the blowing of paper and other materials from the le~ndfill. (i) No materials deposited in the iandfill sD~ll be burned there or anywhere else in the city. (j) Adequate fire-fi.~oh_ti_n~o equiL~_~.ent sD~%ll be available at all tJ~mes on the site. (k) No landfill operation sbmll be placed where seepage, drainage, or p~sping of any material from the fill would constitute an odor nuisance or health b~zard as such material flows into a v.~tercourse unless provision is made to treat said eff~.lent so as to purify it ~o acceptable stmndards as established by law. (1) If no road is available, the licensee sb~ll provide an access road to the tandfi]] site, the construction of such road to be approved by the Director of Public Works mhd such road must be passable in s]l types of weather conditior~. (m). The licensee shall also have aYailabte necessa~y equioment to assure that traffic may be m~intained on any access road or roads-dur~_~ periods of heavy rain or snowfall. He also shall take precautions to eliminate excess'dust in clr~y weather, during operation ~f the !a~ndfill. (n) Insects ~.nd rodents on the ls~ndfill site shall be controlled ex-~erminated as ~irected by the Buildir~ Official or the Director of Public Health. Sec. 13-33. Dunpip~ of refuse s~n~ garbage prohibited. (a) It shall be u~nla~m~al to dL~mD or dispose of any refuse i~n ~ny place e×cep~ in a !icer~ed l~ndfill, or-in a p%folic dump q~erated by the city or as other~%se allowed by law ,~th~n the city.
