Section 2-14. Duty of ~ayor as to order; appeal on ~stion of order. <br /> <br /> The ~yor shatl preserve order and decide all questions of <br />order, but any member may appeal to the council from the decision <br />of the mayor on any question of order. <br /> <br />Section 2-15. Limitation on speeches by members. <br /> <br /> No member shall speak tom, er than fifteen~i~dtes at one tir~, <br />without leave of the c~ancil. <br /> <br />Section 2-19. Conduct of speakers~ recogr~tion of members <br /> desiring to speak. <br /> <br /> When a member wishes to speak he shall respectfully address <br />the cb~ir and say !~M~. Mayor" or "~. Chs, irman". After being <br />recogaized~ he shall speak, but he shall confine his remarks <br />strictly to the question before the comncil. <br /> When two or more members ask to speak at the seme time, the <br />mayor shall name the person to speak. <br /> <br />Section 2-22. Sergeant at arms. <br /> <br /> ~ne chief of police or a line officer of the police division <br />designated by him shall act as sergeant at arms. He shall attend <br />upon the council du~ing its sittings and s_hall execute its contends, <br />together with such process issued by their authority, as shall be <br />cLirected to bLm by the mayor. He shall, u~der the direction of the <br />mayor, have cha~ge of the coomcil chamber arid shall prevent any <br />interruption of the business of the council by disorder within or <br />~thout. <br /> <br />Section 2-23. No standing co~T~ttees; con~uittee of the whole; <br /> special co~m~ittees. <br /> <br /> There shall be no standing cormuittees of the city council, <br />but the council may mee~ in a cm~m~ittee of the ~nole whenever it <br />is deemed desirable so to do, and the mayor may from time to time <br />appoint such special conm~ittees as may be thought necessary to <br />whommay be referred such matters as may be proper, which shall <br />consider the same and report their findings back to the city <br />council. <br /> The co~v~ittee of ~he whole shall require a majority of the <br />members to constitute a quorum. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, <br />at a meetir~'held August 20, 1968. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
