CO~[SSION~ PROVIDIL~ FOR I~HE APFOIK~r~f~ T~e~ OF OFFICE~ A~ ~ OAI~H OF THE ~RS OF SAID CO~?~ISSION~ FOR THE FILLING OF VAC~NCIES ON SAiD C~SSION~ FOR TT~ C~MPF~NSATION OF SAID ME~LZS, FOR T~'nT~ ORGAKE[ZATION OF SAID CO?~ISSION~ A~ PRESCRIBING THE RESPONSIBILITIES AND DUTIES OF S~ID CO~ISSION. BE IT ORDAINED by the Council of the City of Portsmouth~ Virginia: Sectiom 1. Portsmouth Charter Commission - creation; composition. A commission~ to be kano~m as the Ports~mouth Cbmrter Commission, is hereby created. ~ne commission shall consist of ~five mambers, appointed by the Council. Ail members shall be residents of the city. Section 2. Same - te~ms of members; oath; vacancies; ca'~pensation. The members shall be appointed to se~¢e for a term of two years. Ail members shall take the oath of office prescribed by the Charter for officers of the City, and if any such member shall, for thirty days after receiving notice of such appointment, fail to take such oath, he shall be considered as having declined ssid office~ and the same shall be deemed vacant. Any vacancy in the office of any appointed member shall be filled by appointment by the co.~ncil for the remainder of the unexpired term. Ail members of the commission shall serve as such ~thout compensation. Section 3. Same - organization; quo~m. The cmvmission shall elect a chairman. The co~mission may create and fill suc~ other of its offices as it determine. A majority of the mambers of the co~mission shall constitute a quor~m for the transaction of business. Section ~. Same - Responsibilities and Duties. The commission shall ~ake a study of the present City Charter and in connection therewith shall make such recommendations as it shall deem advisable to~ the City Council. Ail such recomendations shall be submitted to the City Council on or before September t, 1969, unless such time limit shall be extended by the Council.
