That it is the judgment of the Cotmcil that there <br />exists an L~minent threat of civil commotion or distumbsaace in the city <br />in the nature of a riot a~.d that such threat constitutes a cle~ and <br />present danger thereof and to people smd property within the city. <br /> <br /> Section 2.
