Section 14-1~. Powers and Duties. ~he board shall: (a) Review and evaluate c~ty mental health and mental retar- dation services and facilities, both public s-nd private, available tc serve the community. (b) Sub.mit to the city coUncil a program of comurlty mental .... h_~e_~t h a~_d_ _~meu__t_aI_r~a~_~dation _s~r3~ces_ _an~ facilities. (c) Within amounts appropriated thereon, execute such program and maintain such services as may be authorized ander such appropriations. (d) F~nter into contracts for rendition or operation of services or facilities. (e) M~e rules or regmlations concerning the rendition or oper- ation of services and facilities under its direction or supervision, subject to applicable standards or regulations of the Virginia Depart- ment of Mental Hygiene and Hospitals. (f) Appoint a ~irector of c,m~r,~ty mental health services whose qualifications meet the sts~adsmds fixed by the Virginia Department of Mental Hygiene and Hospitals,and prescribe bis duties.. Zue compensa- tion of such director shall be fixed by the board ~,~ithin the smouants made available by appropriation therefor. (g) ~h~escribe a reasomable schedule 5f fees for se~zices provided by personnel or facilities muder the jurisdiction or super~zision of the board and for the marmer of collection of the smme: provided, however~ that all collected Fees shall be deoosited ;,M_th the city treasurer; provided further, that such collected fees s?~!l be used only for co~uo~ty menta~ health p~_.~oses.
