(f) Where subdivisions are located within an area <br />that can be provided with sanitary sewers, sewer lines shall be <br />installed by the city at the convenience of the city; provided, <br />however, that the subdivider may install same~at the discretion <br />of the city engineer, in accordance with plans and specifications <br />of the City of Portsmouth. <br /> <br /> (g)~ Sidewalks, at least 5 feet in width, shall be <br />installed on both sides of all collector streets. Sidewalks, <br />at least 5 feet in width, shall be installed'along all street <br />frontage planned for apartments and row houses. Sidewalks, at <br />least ~ feet in width, may be required along minor streets <br />planned for single family detached dwellings where the lot width <br />is less than Y5 feet. Sidewalks shall be installed in accordance <br />with plans and specifications of the City of Portsmouth. <br /> <br /> (h) Standard City of-Portsmouth street signs shall <br />he installed at all street intersections. <br /> <br /> (i) The cost of all physical improvements requi~ed <br />by the provisions of this section shall be paid by the subdivider, <br />or so much thereof as the cit~ shall direct. If the actual in- <br />stallation of improvements is not completed prior to the appli- <br />cation made for final plat approval, the subdivider shall execute <br />and file with the city clerk an agreement and bond in an amount <br />equal to the estimated costs of such improvements, guaranteeing <br />that the required improvements will be properly and satisfactorily <br />installed within areasonable length of time, but in no event more <br />~han two years. <br /> <br />Article V. Variances, Fees and Penalties <br /> <br />Sec. ~2-20. Variances and modifications. <br /> <br /> (a) ~ere the planning commission finds that extra- <br />ordinary hardship may result from strict compliance with this <br />chapter, it may vary the regulations so that substantial justice <br />may be done and the public interest secured; provided that the <br />granting of such variation will alleviate a clearly demonstrable <br />hardship as distinguished from a special privilege or convenience <br />sought~by the subdivider; and, provided further that such varia- <br />tion-will not have the effect of nullifying the effect and intent <br />of this chapter. <br /> <br /> (b) ?ne standards and req6irements of these regu- <br />lations ma~ be modified by the planning co~ssion in the case <br />of a plan and program fgr a complete co~_munity or neighborhood <br /> <br /> <br />
