Sec. 32-14. Rights-of-way and Easements. (c) Temporary dead-end streets (streets carried to boundary of tract for future e~tension in adjoining property) may be provided with a "T" shaped turning space in the place of the Right-of-way ~or the shall not'be required turningcircle. ' ~ "T" less than 60 feet. (d) Easements across lots or centered on rear or si6e lot lines shall be provided for u~ilities and surface drainl age where necessary, and shall be at least 12 feet wide. The pXat shall clearly state that it is the obligation of abutting property owners to keep all drainage ditches open along said easements and this provision shall be included in the deed of each lot affected. Sec. 32-15. Grades of curves of streets. (a) No street grade shall be less than 0.25 per cent. On streets where curb, gutter, catch basins and storm sewers are not provided, no grade shall be tess than 0.4 per cent.
