(4) Less than full width streets shall not be permitted, <br /> and boundary streets along the edge of the tract shall not be per- <br /> mitted unless required to provide right-of-way for streets and <br /> arterials designated by the major street plan. <br /> <br /> (5) Minor streets shall be so laid out that their use <br />~by through traffic will be discouraged. ~ <br /> <br /> (6) Dead-end streets shall not be longer than 400 feet, <br />provided however, that longer streets may be acceptable as deter- <br />mined by the planning commission with regard to functional design <br />and 'the provision of adequate building sites suitable bO the needs <br />of the development contemplated. <br /> <br /> (7) Alleys shall be provided in commercial and indus- <br />trial districts except that the planning commission may waive <br />th~s requirement where other definite and assured provision ~s <br />made for service access and off-s.treet loading adequate for the <br />uses proposed. <br /> <br /> (8) For residential lots fronting on major arterial <br />highways, the planning commission may require marginal access <br />streets, reverse frontage with screen~planting contained in a <br />non-access reservation along the rear property line, or such <br />other treatment as may be necessary for protection of resi- <br />dential properties and to afford separation of through ~nd <br />local traffic. <br /> <br /> (9) Where a Subdivision borders on or contains a rail- <br />road right-of-way or limited access highway right-of-way, the <br />planning-commission may require a street parallel to and on each <br />side of such right-of~way at a distance suitable for the appro- <br />priate use of the intervening land, as for park purposes in <br />residential districts, or for commercial or industriai purposes <br />in appropriate districts~ Such distances shall also be deter- <br />m~ned with due regard for the requirement of approach grades <br />and future grade separations. <br /> <br /> (!0) The length, widths and shapes of blocks shall be <br />determined with due regard to provision of adequate building <br />sites ~uitable to the special needs of the type of use con~em- <br />plated. <br /> <br /> (ll) The length of residential blocks shall generally <br />not exceed 1~400 feet in length nor be less th~n 500 feet. <br /> <br /> (12) Walks ~r pedestrian ways at a midrblock point may <br />be required, when deterfmined to be essential by the planning <br />com~mission to provide circulation or access to s~hools, play- <br />groun~ shopping centers, etc~ ~ <br /> <br /> <br />
