AN ORDINANCE TO AMEND THE CODE OF THE CiTY OF PORTS- MOUTHr VIRGINIA, 1961, BY AMENDING SECTIONS 14-14, 14-17, 14-19, 14-21, t4-24~ 14-25 AND 14-26 THEREOF A NEW ARTICLE, PERTAINING TO THE CONSTRUCTION, OPER- ATION AND MAINTENANCE OF SWIMMING POOLS. Be it ordained by the Council of the City of Portsmouth, Virginia: 1. That sections 14-14r 14-17r 14-19, 14-21, 14-24, 14-25 and 14-26 of the Code of the City of Portsmouth, Virginia~ 1961, be amended and reordained to read as follows: Sec. 14-14. Definitions. For the purposes of this Ordinance, the following terms, phrases, words, and their derivations shall have the meaning given herein. When not inconsistent with the context, words used in the present tense include the ~future~ words in the plural number include the singular number, and words in the sing- ular number include the plural number. The word "shall" as used herein as mandatory and not merely directory. (1) "City Council" or "Council" is the City Council of the City of Portsmouth. (2) "Family Pool" is a swimming pool used or intended to be used solely by the owner, operator or lessee thereof and his family, and by friends invited to use it without payment of any f~e. (3) "Director" is the Director of Health of the City of Portsmouth or his representative. Public authorized (4) "Person" is.any person, firm, partn~r- ship, association, corporation, company, or any organization of any kind. (5) "Swimming Pool: is a body of water in an artifical' or semi~artificiai receptacle or other container wh~th~r located indoors or outdoors, used or intended to be used for public, semi-public or private swimming by adults or children, or both adults and children, whether or not any charge or fee is imposed upon such adults or childrenr operated and maintained by any person as herein defined, whether he be an owner, lessee, operator, licensee or con- cessionaire, exclusive of a familv pool as defined
