The Di- <br />rector shall allow a reasonable period within which to com- <br />ply with the requirements of this Section. <br /> <br /> Sec. 14-19. Safety of Bathers. Ail reasonable <br />precautions shall be taken to protect the users of and <br />bathers in swimming pools and family pools from injury or <br />accide'nt. Convenient means of ingress and egress shall be <br />provided and the depth of water and any irregularities of <br />the bottom shall be clearly indicated. Safety appliances <br />such as tifebuoys, life hooks, bamboo poles, or ropes and <br />equipment including first-aid kits shall be provided and be <br />readily accessible. Except for family pools, a sufficient <br />number of attendants shall be on duty when the swimmin~ pool <br />is in use who shall be capable swimmers, competent in life- <br />saving methods and artificial resuscitation. <br /> <br /> Sec. 14-20. License to Oparate. No person shall <br />operate or maintain a swimming pool until a license there- <br />for shall have been issued by the Director which license <br />shall not be valid for longer than one year from the date <br />of issuance. A new license must be secured on or before <br />May i of each year, which will permit operation or mainten- <br />ance until the following April 30th. All licenses shall be <br />in writing and shal~ state the conditions thereof and the <br />term for which the license is granted./~It shall be unlaw- <br />ful for any person to Conduct, operate, maintain er manage <br />any swimming pool without complying with th~ requirements of <br />this ordinance, and the Director is charged with the enforce- <br />men% of the provisions hereof. The Director is hereby au- <br />thorized to promulgate rules a~d regulations for the con- <br />struetion, operation and maintenance of swimming pools for <br />the protection and promotlon of the public health, safety, <br />morals and public welfare. <br /> <br /> Sec. 14-21. ~evocation of License~ Any license <br />granted by the Director hereunder ~ay be revoked by it for <br />failure to comply with its ~ules and RegulationS promulgated <br />hereunder or with this ordinance, or whenever, in th% ~etermi- <br />nation of the Director, further operation unde~ such license <br />creates a meance to the health, safety or morals of the users <br />of the swimming pool; provided, that the holder of any license <br />which has been revoked may appeal to the City Council the Di- <br />rector's revocation of the license and may have the City <br />Council determine the legality or reasonableness of the re- <br />vocation of the license~ No appeal under this Section, how- <br />ever, shall entitle %he license holder to continue operation <br />of the swimming pool pending action by the City Council. <br /> <br /> <br />
