The Di- rector shall allow a reasonable period within which to com- ply with the requirements of this Section. Sec. 14-19. Safety of Bathers. Ail reasonable precautions shall be taken to protect the users of and bathers in swimming pools and family pools from injury or accide'nt. Convenient means of ingress and egress shall be provided and the depth of water and any irregularities of the bottom shall be clearly indicated. Safety appliances such as tifebuoys, life hooks, bamboo poles, or ropes and equipment including first-aid kits shall be provided and be readily accessible. Except for family pools, a sufficient number of attendants shall be on duty when the swimmin~ pool is in use who shall be capable swimmers, competent in life- saving methods and artificial resuscitation. Sec. 14-20. License to Oparate. No person shall operate or maintain a swimming pool until a license there- for shall have been issued by the Director which license shall not be valid for longer than one year from the date of issuance. A new license must be secured on or before May i of each year, which will permit operation or mainten- ance until the following April 30th. All licenses shall be in writing and shal~ state the conditions thereof and the term for which the license is granted./~It shall be unlaw- ful for any person to Conduct, operate, maintain er manage any swimming pool without complying with th~ requirements of this ordinance, and the Director is charged with the enforce- men% of the provisions hereof. The Director is hereby au- thorized to promulgate rules a~d regulations for the con- struetion, operation and maintenance of swimming pools for the protection and promotlon of the public health, safety, morals and public welfare. Sec. 14-21. ~evocation of License~ Any license granted by the Director hereunder ~ay be revoked by it for failure to comply with its ~ules and RegulationS promulgated hereunder or with this ordinance, or whenever, in th% ~etermi- nation of the Director, further operation unde~ such license creates a meance to the health, safety or morals of the users of the swimming pool; provided, that the holder of any license which has been revoked may appeal to the City Council the Di- rector's revocation of the license and may have the City Council determine the legality or reasonableness of the re- vocation of the license~ No appeal under this Section, how- ever, shall entitle %he license holder to continue operation of the swimming pool pending action by the City Council.
