A~N ORDINANCE TO A/v~EN~ THE CODE OF THE CITY OF PORTSMOUTH, VIR- GINIA, 1961 BY REPEALING SECTIONS 4-5 THROUGH 4'-61 INCLUSIVE THEREOF; BY ADDING THERETO FOUR NEW SECTIONS N~MBERED 4-61.1 THROUGH 4-61.4 INCLUSIVE, PERTAINING TO THE ADOPTION OF THE SOUTHERN STANDARD HOUSING CODE, 1969 EDITION, AND THE ENFORCE- F~NT THEP~OF; BY ADDING THERETO SIX NEW SECTIONS ~MBERED 4-61.5 THROUGH 4-61~10 INCLUSIVE PERTAINING TO CERTIFICATES OF COM~LIDd~CE FOR RENTAL DWELLINGS AND INSPECTION FEES; AND BY ADDING THEP~TO A NEW ARTICLE k~MBERED V CONSISTING OF SEVEN SECTIONS NUmbERED 4-73 THROUGH 4-79 PERTAINING TO CLOSURE OF VACANT OR UNOCCUPIED BUILDINGS AI%~ REGISTRATION THEREOF. Be it ordained by the Council of the City of Ports- mouth, Virginia: 1. That the Code of the City of Portsmouth, Virginia, 1961, be amended by repealing Sections 4-5 ~hrough 4-61 inclusive thereof. 2. That the Code of the City of Portsmouth, Virginia, 1961, be ~ended by adding-~hereto four new sections numbered 4-61.1 through 4-61.4 inclusive, such new sections to read as follows: Article III. Minimum Housing Division 1. Southern Standard Housing Code Section 4-61.1 Southern Standard Housing Code - Adoption by reference. There is hereby adopted by the City Council for the purpose of prescribing minimum standards for occupancy, that certain code known as the Southern Standard Housing Code, 1969 Edition, and the whole thereof~ save and except such portions as are hereinafter deleted, modified or amended, and the same is hereby adopted and incorporated as fully as if set out at length herein; provided that: (t) k~ere the words "Applicable Governing Body" are used in the Southern Standard Housing Code, 1969 Edition, here- by adopted, they shall be held to mean the City of Portsmouth, Virginia. (2) Where the words "Building Official" are used in the Southern Standard Housing Code, 1969 Edition, hereby adopted, except Section 101 thereof, they shall be held to
