Sec. 10-23. Authority and responsibility generally. <br /> <br /> The director of finance shall have authority and <br />shall be responsible for the department of finance in order <br />to discharge the following functions: <br /> <br /> (a) Current expense estimates. Compile the current <br />expense estimates for the budget and appropriation ordinances <br />for the city manager. <br /> <br /> ~(-b~ -Capital ~es~timates. Compile the capital estimates <br />for the budget and appropriation ordinances for the city manager. <br /> <br /> (c) Disbursements, etc., generally. Supervise and <br />authorize ~e disbursement ofall moneys and have control over <br />all expenditures toensure that appropriations are not exceeded. <br /> <br /> (d) Accounts, books., etc.; reports of receipts, etc. <br />Maintain a general accounting system for the city government <br />and each of its offices, departments and agencies; keep books <br />for and exercise financial and budgetary control over each <br />office, department and agency; keep separate accounts for the <br />items of expense contained in the city budget, each of which <br />accounts shall shot· the amount of the ap~ropriation, the amounts <br />paid thereont the unpaid obligations against it and the un~ <br />enc~bered balance; and require_reports of receipts and dis- <br />bursements from each receiving and spending agency of the city <br />governm~nt to be made daily or at such intervals as he may <br />deem expedient. <br /> <br /> (e) Quarterly statement. Submit to the counc~t <br />through the city manager a quarterly statement of all receipts, <br />disbursements and enc~.~brances of funds in sufficient detail <br />to show the exact financial condition of the city° <br /> <br /> (f) Annual settlement. Prepare for the cit5~ manager, <br />as of the end of each fiscal year, a complete financial statement <br />and report. <br /> <br />(g) Proposed expenditures. Approve all proposed <br />expenditures. <br /> <br />Sec. 10-24.1. Powers of Assistant Director of Finance. <br /> <br /> Whenever from sickness or other cause~ the director of <br />finance is absent from his ~ffice or otherwise not able to <br />perform the ~uties thereof, the assistant director of finance <br />or such o~her person as may be designated by him shall be <br />authorized to sign whatsoever papers the director of finance <br />would be required to sign if present for duty. <br /> <br />-4- <br /> <br /> <br />
