and his sureties, requiring him, or them, within ten days-, to <br />make settlement of his account with ~he director of finance, <br />and to pay over the balance of the money found to be due and <br />in his hands belonging to the city according to the books of <br />the director of finance. In case of the refusal or neglect <br />of such officer to adjust his accounts or pay over the balance <br />to the city treasurer, as required, it shall then be the duty <br />of the director of finance tc make report of the delinquency <br />of such officer to the ~yor and the city manager, the latter <br />of whom shall suspend him at once from office, proceed forth- <br />with toinstitute the necessary proceedings for the removal <br />of such officer from office~ and immediately on his'removal <br />institute suit in the name of the city against him and his <br />sureties to recover the balance of moneys so found Go be due <br />and in his hands belonging to the city. <br /> <br />Sec. 10-16. Disposition of certain paid and cancelled bonds <br /> and interest coupons. <br /> <br /> All bonds and interest coupons which have been paid <br />and cancelled for more ~han ten years, and all interest coupons <br />which are surrendered on bonds registered both as to principal <br />and interest, shall be destroyed and burned by the director of <br />f~i~&nce in ~%e .p~e~e~ce.of %wo~it~esses. ~A certi.fi~a~e~ sign- <br />ed by the director of finance and the witnesses, showing the <br />numbers &nd amounts of the bonds and coupons and the dates of <br />issue shall be filed with the city clerk. <br /> <br />Sec. 10-17. Purchases and requisitions. <br /> <br /> Ail supplies furnished the city and all work done for <br />the city costing more than one thousand dollars shall be by bids <br />from two or more persons, and awards for the same shall be made <br />to thelowest responsible bidder, taking into consideration the <br />quality and durability of the supplies to be purchased. No <br />purchases shall be made or work ordered except upon requisitions <br />approved by the director of finance. <br /> <br />Article III. Director of Finance <br /> <br />Sec. 10-22. Estabtis~hment of office; appointment and control; <br /> position of city manager. <br /> <br /> The office of director of finance is hereby establish- <br />ed.
