economic interests, opportunities andadvantages through the execution and attainment of the purposes and objectives declared in Section g-l, and to that end, may employ such reason- able means of publicity and education as it may deem necessary with relation to the preservation and protection of historic buildings and structures and places and areas of historic interest in the city. Section 9-18. Investigating and Delineating Building Structures, etc., ~_ich Should be Pre- served and Protected. It shall be the continuing duty of the commission to invest- igate and delineate buildings, structures, places and areas in the city having historic interest or value which should be preserved and protected in the execution and attainment of the purposes and objectives declared in Section 9-1 and to report thereon from time to time to the Council for consideration as to whether they or any of them shall be set apart for preservation and recognition, through whatever means possible. Section 9-19. Ordinary Maintenance or Repair of Exterior Architectural Features; Effect of Article. on Determination of Building Official. Nodding in this ~_r~ticle ,shall be con,strmed to prevent ordinary maintenance or repair of any exterior architectural feature now or hereafter located in the Historic District. Section 9-20. Appeals Upon Granting or Refusing to Grant Permits. Appeals may be taken from any action or decision of ~he Build- ing Official in granting or refusing ~o grant a building per,_it pursuant to ~he provisions of this article as provided in the Build- ing Code, the Zoning Ordinance or by any other provision of law. Section 9-21. inventory of Existing Buildings by Commission. The commission, in order to. further execute the purposes and objectives declared in Section 9-1 shall make an inventory or list of all existing buildings in the city erected prior to 1865 which it deems to be of historic interest becaume of their architecture, persons who have resided or events which have occurred therein or for other historic reasons. Such inventory or list shall give a brief description of each building; the date of its construction as nearly as can be ascertained, the reason for including it in such inventory or list, and the n~n~e and address of its present owners as shown on the current land books of the city.
