or demolition of a building or structure notwithstandingits consideration of and determination with.respect to ~e factors set out in Sections 9-E through 9-12~ when the co~ission finds that, because of conditions especially affecting the building or structure, but not affecting the historic value, importance or significance of other buildings or structures, land, places or areas mn the Historic District, refusal to issue the certificate will cause a clearly demonstrable hardship rather than a mere deprivation of a special privilege or convenience sought by the applicant, and its issuance will not result in substantial detriment to or derogation of the purposes and objectives de- 'Clared in Section 9-i. Section 9-15. +,~o~_ce to Affec~e~ Property ovrners Certificate of Appropriatness to be Issued; Hearing %o be Afforded Affected Property Owners. %~nenever the commission finds that the issuance of a cert- ificate of appropriateness and the exercise of the riqhts and privileges granted thereby will or is likely to materially and adversely affect the property or the value thereof of another, the cor~ission shall, before the issuance Of the certificate, give due notice of its intention so to do to the owner of such property and afford s~ch owner an opportunity to be heard with respect ~hereto, and ~he certificane shall not be issued until such notice is given and opportunity afforded, and the time within which such certificate may be issued under the provmsions of Section 9-8, if necessary, shall be extended for such additional time as is necessary to give such notice and allow such hearing. Section 9-16. Prescribing Character, Type, etc., of Signs by Commission. The co~mission shall prescribe the character, type, color and materials used ~n the erection, posting, display or maintenance of s~gn~ permmtted, mn the ~s~orlc Dmstrzct and mn so domng the co~zss~on shall gi~e du~ consideration to the purpose of such signs and require that they be in harmony with the exterior general design as designated in the specific regulations contained mn Section 9-11, without defeating the purpose for which such signs are intended.
