its records which shall be open to public inspection. Every such decision of the commission shall be based upon a finding of fact which shall be reduced to writing and preserved among its records. The co~ission shall submit an annual report of its activities to the City Council. (g) Upon request of the com~ission~ and with the approval of the City Manager~ the departments, bureaus, divisions, boards, commissions; offices and agencies of the city government shall furnish to tb=e commission such available information and render it such service as may be required for the exercise of the powers and performance of the duties of the co~=~ission. Section 9-5. Permit Required; Prerequisites to Issuance. No improvement, structural or othe~zise, in the Historic District shall be located, constructed, reconstructed, altered, re- paired or demolished unless a~permit therefor is issued by the Building Official. ~o such building permit shall be issued by tb.e Building Official unless: (a) a certificate of appropriateness has been issued for the purpose by the com~issi6n to the owner thereof; and (b) the location, construction~ reconstruction, alter- ation, repair or der~oiition thereof otherwise complies with the requirements of the Building Code and other ordinances and laws applicable and relating thereto; except, as otherwise provided mn Section 9-11. Section 9-6. '~Owner~: Construed. The owner of any such building, structure or property for the purposes of this article shall include any person having the legal or equitable right to locate, construct, reconstruct, alter~ repair or demolish such building, structure or other improvements. Section 9-7. Application for Permits. Application for a building permzt to locate, construct~ reconstruct, alter, repair or demolish a building, structure or any other improvement in the Historic District shall be made to the Building Official in writing by the owner of such building, structure or property. The application for such ~uilding permit shall be accompanied by plans and specifications of the part or parts of the building, structure~ or other zmprovement which are or will be subject to public vmew from a public street, public way or pu~blic place.
