Section 2~98. Chairman and other officers. The co~Lission shall choose annually one of its members to be chairman for a term of one year and until his successor is chosen and qualified. The commission may create and fill such other of.fices as it may determine. Section 2-99. Meetings. The commission shall hold regular monthly meetings on a date to be fixed by such commission. Special meetings may be called at any time on the call of the chairman or any two me~r, bers. A majority of the conm~ission shall constitute a quorum. All meetings of the commission shall be open to the public. The commission shall keep a record of all its proceedings, which shall be a public record. Section 2-1OO. The museum and fine arts commission shall furnish the city manager, whenever requested by him, a detailed state- ment of the amount of money deemed necessary by the commission for its operation for any specified time and also such other information as may be desired with respect to its operation and management. Section 2-101. Powers and duties. The museum and fine arts commission shall have the following powers and duties: (a) To make a continuing survey and analysis of the cultural needs of the citizens of Portsmouth. (b) To ascertain, develop, construct, and cultural facilities and to plan, promote and create opportunities in the City of Portsmouth. maintain cultural (c) and private.
