(g) Refuse. "Refuse" shall include any putrescible and nonputrescible solid wastes (except body wastes), including garbage, rubbish, ashes, street clsanings, dead animals and solid market wastes. (h) Industrial Waste. "Industrial Waste" shall include building material waste resulting from erecting, removing, repairing, remodeling or razing buildings; ashes from boilers, incinerators, or other trash or matter originating in a business or manufacturing establishment intended not for use or sale. Section 13-19. Service Charges Imposed. (a) For the period beginning July 1, 1971, and thereafter, the service charges prescribed in this article are imposed and shall be collected for all business and commercial establishments and for all dwelling units within the City of Portsmouth. For business and commercial establishments, such charges shall be paid by the owner or operator, and for dwelling units, such charges shall be paid by the owner or tenant, unless otherwise specifically provided. (b) The director may exempt a person from the payment of the service charges upon receipt of a written request therefor, if the applicant has an alternate method of transporting and dis- posing of garbage and refuse that is acceptable to the director. (c) Industrial waste and similar refuse or garbage for which the City does not have the capability for collection and disposlng of shall be excluded from the service charges of this article and it shall be the responsibility of the person generating such matter to transport and dispose of the same. Section 13-19.1. Charges for dwelling units and other establishments. The service charge for the collection and disposal of trash and garbage from any dwelling unit and any other 'establish- ment not subject to the charges imposed by Sections 13-21 or 13-21.1 shall be at the rate of two dollars per month per dwelling unit, or in the case of suck other establishments at the rate of two dollars per month for each such other establishment. The charges imposed under this section shall be billed with the statement rendered for water and sewer charges. Section 13-27. Billing and Collection Procedures.
