with a public or private sewer when available~ <br /> <br /> (a) When one. building stands in the rear of another <br />building on an interior lot and no sewer is available, the house <br />drain from the front building may be extended to the rear build- <br />ing and the whole will be considered as one building sewer; and <br />where a building is a combination of several occupanciesf there <br />may be one connection with the public sewer, provided all of <br />such property Ks under one ownership; and when there is more <br />than one unit of occupancy, the owner shall, in making appli- <br />cation for such a permit~ a~res to superviss and at all times <br />maintain the premises in a sanitary condition; and provided <br />further the n~ber of fixtures on each such connection shall <br />not exceed the n~er elsewhere regulated by this ordinance. <br />Each side-by-side duplex apartment unit and each row house dwell- <br />ing unit shall be individually connected to the City sewer. <br /> <br /> (b) In any case where, in the opinion of the City Manager, <br />it is impractical to carry out the above mentioned provisions, or <br />deemed to be to the interest of the City to chan~e it, or that an <br />unnecessary hardship would result to the property owner if carried <br />out; it may be lawful, with the written consent of the City Manager~ <br />to connect a block of houses to one lateral sewer line in a lane <br />in the rear of said houses, provided said lane is dedicated to the <br />'joint use of all houses in the block. Said dedication shall be re- <br />corded in the Clerk's Office of the Court of Hustings for the City <br />of Portsmouth. <br /> <br />113.3 SEPTIC ~ANKS <br /> <br /> When it is found that the public sewer is not available <br />and a private sewage disposal system in which a septic tank is to <br />be used, a permit to install the tank and its appurtenances must <br />be obtained from the Portsmouth Health Department, and that the <br />installation of the system must-meet ths requirements and specifi- <br />cations set forth in the "Septic Tank Bulletin" of the Virginia <br />State Health Department, currently in force. The building sewer <br />connection to the septic tank and grease traps shall be made only <br />by registered plumbers, after the tank and grease trap have been <br />inspected and approved by the Health Department. <br /> <br /> Ail connections between the septic tank and the house <br />sewer shall be of cast iron soil pipe connected in an approved <br />method. All grease trap and septic inlet and outlet fittings <br />shall be of cast iron. <br /> <br />113.4 REPAIRS TO SEP~iC <br /> <br /> No repair or alterations shall be made to any septic tank <br />and grease trap without first obtaining a permit for such repairs <br />or alterations from the Director of Public Health. <br /> <br />-7- <br /> <br /> <br />
