Sec. 2-20. Absence of member after being marked present. <br /> <br /> After a meraber has been entered on the minutes as <br />present at any meeting, he shall not, without permission of <br />the mayor, absent himself from such meeting for a longer period <br />than ten minutes until adjournment. <br /> <br />Sec. 2-24. Request for permission to address council. <br /> <br /> Ail requests for permission to address the council <br />shall be preceded by a communication in writing stating the <br />subject to be discussed. Such requests must be filed with the <br />city clerk prior to noon on the Monday preceding the next regu- <br />lar council meeting in order to be placed on the agenda for such <br />meeting. If the request pertains to an item on the council <br />agenda, the person requesting permission to address the council <br />shall be granted that privilege before the council takes action <br />on such item. The provisions of this section shall not apply to <br />the right to speak on a matter which is the subject of a public <br />hearing required by law. <br /> <br /> Adopted by the Council of the City of Portsmouth, Vir- <br />ginia, at a meeting held May 9, 1972. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
