After the council shall have finally re3ected an ordi- <br />nance or resotutionr another of substantially the same import <br />shall not be placed on the agenda by the city clerk or enter- <br />tained by the council unless five of the me]?~ers of council peti- <br />tion for s~e, before the expiration of three months, after which <br />ti~ such rejection shall have no effect thereon. <br /> <br />Sec. 2-15. Limitation on speeches by members. <br /> <br /> Ho member of council shall speak longer than ten <br />minutes an one time without leave of the council. <br /> <br />Sec. 2-15.1. Conduct of speakers; recognition of members <br /> desiring to speak. <br /> <br /> When a member wishes to speak, he shall respectfully <br />address the chair and say '~Mr. Mayor.'~ After being recognized, <br />he shall speak, but he shall confine his remarks strictly tO the <br />question before the council. <br /> <br /> When two or more me~ers ask to speak at the same <br />ti~e, the mayor shall n~e the person to speak. <br /> <br />-2- <br /> <br /> <br />
