AN ORDINANCE TO A~ND THE CODE OF THE CITY OF PORTSMOUTH, VIR- <br />GINIA, 1961, BY A~ENDING SECTIONS 2-7, 2-10, 2-13, 2-15, 2-17, <br />2-18, 2-19, 2-20 AND 2-24 BY ADDING SECTIONS 2-6.1 AND 2-15.1 <br />PERTAINING TO THE RULES OF ORDER OF THE CITY COUNCIL. <br /> <br /> Be it ordained by the Council of the City of Ports- <br />moutk, Virginia: <br /> <br /> 1. That the Code of the City of Portsmouth, Virginia, <br />1961, be amended and reordained to read as follows: <br /> <br />Sec. 2-6.1. Quorum. <br /> <br /> A majority of the members of council shall constitute <br />a quorum for the transaction of business. <br /> <br />Sec. 2-7. Notice of special meetings. <br /> <br /> The city clerk shall cause notic~ in writing of all <br />special meetings of the council to be delivered at least 24 hours <br />prior to the time appointed for such meetings to each m~ber of <br />cou. ncil personally or at his usual place of business or residence. <br />In an emergency, by written consent of all of the members of <br />council, a meeting may be held with less notice. <br /> <br />Sec. 2-10. Order of business. <br /> <br /> The order of business at all regular meetings shall <br />be as follows: <br /> <br />meetings° <br /> <br />(a) Roll call. <br />(b) Approval of minutes of previous meeting or <br /> <br />(c) Public hearings. <br />(d) Report of the city manager. <br />(e) Unfinished business. <br />(f) New business. <br /> <br /> If the council directs any matter to be the special <br />business of any future meetings, the same shall be announced <br />by the mayor at such future meeting immediately after the ap- <br />proval of the minutes and shall have priority over all other <br />business. <br /> <br />Sec. 2-13. Introduction of ordinance, etc., after rejection <br /> of a similar one. <br /> <br /> <br />
