with the requirements of this article, and if the proposed land use <br />plan is in harmony with all applicable et~ents of the city's com- <br />prehensive plan; and if the development in general is based on logi- <br />cal and sound principles of community planning; <br /> <br /> (b) The traffic engineer or his authorized agent who <br />shall determine if the proposed street layout within the project <br />area and the proposed method of connecting such streets to the ex- <br />ternal street system are in conformity with sound pr!nciples of <br />traffic engineering; <br /> <br /> (c) The department of engineering which shall determine <br />if the engineering features of the project are in conformity with the <br />sound principles of engineering and with the cigy's standards for <br />such improvements and if the overall plan of development complies <br />with the Subdivision Ordinance. <br /> <br />Section 5A-10. Action by Plann!ng Co,~-anission. <br /> <br /> No such planned unit development shall be approved by <br />the City Council until it shall have been submitted to the Planning <br />Comraission for review and reco~.endation. The Planning Commission <br />shall review the total plan of development and zoning application, <br />if any, at a public hearing in accordance wlth Section 15.1-431 of <br />the Code of Virginia, 1950, as amended. <br /> <br />Section 5A-11. Action by City Council. <br /> <br /> After the City Council shall have received the recommenda- <br />tion required in Section 5A-10, the Council shall either approve or <br />disapprove the proposed planned unit development after holding a <br />public hearing in accordance with Section 15.1-431 of the Code of <br />Virginia, 1950, as ~ended. Upon approval of the planned unit de- <br />velopment, such approval shall be considered as that which is re- <br />quired for preliminary plats as set forth in the Subdivision Ordi- <br />nance and shall thereafter be submitted for final plat approval <br />in accordance with said Subdivision Ordinance. Thereafter, no <br />building or structure may be erected or building permit issued nor <br />any lots sold from any such plat nor any final plat recorded except <br />in conformity with the approved plan of development. <br /> <br />noted on <br />revoked. <br /> <br />The area of an approved planned unit development shall be <br />the Zoning Map until such time as said approval shall be <br /> <br />Section 5A-t2.
