(b) ~rterial Street. A street designed to provide <br />for either prima~f or secondary through traffi~ movement. <br />Such streets shall be primarily for connection between primary <br />highways~ major secondary roads, other arterials or circumfer- <br />ential highways. <br /> <br /> (c) Cul de sac. A minor street,' one end of which is <br />permanently closed to dedication to public use and consists of <br />a circular or a '~T" 'shaped turnaround. Temporary cul de sacs <br />may be required where deemed necessary by the director. <br /> <br /> (d) Director. Director of Planning of the City of <br />Portsmouth. <br /> <br /> (e) Externai Col!ector Street. A street, including <br />the principal entrance streets of a residential development, <br />designed to carry traffic from residential or other developments <br />to the major system of art~riai streets. <br /> <br /> (f) Internal Collector Street. A street primarily de- <br />signed to provide circulation and thoroughfare within a sub- <br />division. An_ internal collector street may also be required <br />to serve as access to abutting properties or lots and to <br />connect with streets in adjoining subdivisions. <br /> <br /> (g) Marginal Access Street. A s~reet, generally par- <br />alleling and contiguous to a main thoroughfare designed, pri- <br />marily, to' promote safety by providing free access to adjoining <br />'property and limited access to the main thoroughfare. <br /> <br /> (h) Minor Street. A street primarily designed to pro- <br />vide access to abutting properties or lots within a subdivision <br />but may also connect with streets in adjoining subdivisions. <br /> <br /> (i) Planning Commission. The Planning Commission of the <br />City of Portsmouth. <br /> <br /> (j) Public Street. An existing street or platted street <br />dedicated for the use of the general Public, graded and paved <br />or to be graded and paved in order that every person has the <br />right to pass and Use it at all times, for ail normal purposes <br />of travel, transportation or parking to which it is adopted and <br />devoted. <br /> <br /> (k] Street. A strip of land or way subject to vehicular <br />-traffic (which may also serve mn part as a way for.pedestrian <br /> traffic] and providing direct or indirect access to property, <br /> including but not limited to roads, lanes, drives, trails, courts, <br /> places., terraces, alleys, avenues, highways, boulevards or any <br /> other thoroughfare. <br /> <br />-2- <br /> <br /> <br />
