A~N ORDiN~2NCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY A~NDING SECTIONS 31-1 AND 31-91 THEREOF PERTAINING TO THE PORTSMOUTH SUPPLEP~NTALA~ND FIRE A~ POLICE RETIREMENT SYSTEMS. Be it ordained by the Council of the City of Portsmouth, Virginia: 1. That the Code of the City of Portsmouth, Virginia, 1973~ be amended by amendin~ Sections 31-1 and 31-91 thereof, such amended sections to read as follows: Section 31-1. Definitions. As used in this article, unless otherwise required by the context, the following words and terms shall have the mean- ings indicated: Accumulated contributions. The term "accum~!ated con-~ tributions" shall be taken to mean the sum of ~11 amounts deduct~ ed from the compensation of a member as contributions to the system, together with interest thereon at ~he rate of two per- cent per annum from the end of the fiscal year in which each such contribution was made. Actuarial equivalent. The term "actuarial equivalent" shall be taken to mean a benefit of equal value w~en computed upon the basis of such actuarial tables as are adopted by t~a board. Average final compensation. The term ~'average final compensation" shall be taken to mean the average annual credit- able compensation of a meJ~ber during the three consecutive years of his highest earnings of creditable service or during ~he en- tire period of his creditable service if less than three years. Beneficiary. The word "beneficiary" shall be taken to mean any person entitled to receive benefits of any kind under this article because of the death of a m~mber. Board. The word "board" shall be taken to mean the board of trustees of the Portsmouth Supplem~ntaI Retirement System, as provided for in sections 31-13 to 31-23. Creditable compensation. The term "creditable compen- sation" shall be taken to mean the full compensation payable to an e~i~loyee working the full working time for his position; in cases where compensation inc!~desmaintenance and other perquisites,
