the city manager shall fix the value of that part of the compen- sation not paid in money. Creditable service~ The term '~creditable service~' shall be taken to mean for any member the most recent period of continuous service as an ~ptoyee rendered by the me~er~ provided~ however, that continuous service shai~ not be con- sidered to have been interrupted by any period or periods of authorized leave of absence or by any period or p~riods of service in the armed forces of the United States which did not give rise to t~rmination of membershin in the system° Employee° The word ~'emptoyee'~ shall be taken to mean any person regularly employed in the service of the city on a full ti~e permanent basis and whose ccmpensation is wholly paid by the city, and persons holding offices in the city required by the Constitution of this state and their deputies~ a~sistants and employees e~ptoyed on a full time permanent bssis and whose compensation is paid partly by the city and party by the state~ but shall not include any person who ~s eligible for membership in the Virginia Retirement System, in the Portsmouth ~ire and Police Retirement Syst~ or who enters into an a~reemen~ with the city for inclusion in a deferred compensation retirement plan which agreement specifically prohibits inclusion in other retirement systems establishe~ by the city. in case of doubt the Board shall decide who is an employee within the meaning of this artic!e~ Employer~ The word "emp!over~ shall be taken to mean the city or the authority of the city having the power to appoint an employee to office er employment~ E×~miner.
