(d) Notwithstanding any of the foregoing provisions, <br />the sewer line fee established by subsection (b) shall not be <br />charged where a new home is constructed and the sewer connection <br />fee is paid and application for connection is made at the time <br />the building permit is issued~ <br /> <br /> (e) Ail notices required by this section shall be <br />deemed sufficient if published one time in a newspaper having <br />general circulation in the City of Portsmouth. <br /> <br />2.
