(b) ?~enever application is made pu~.suant to section 38-20 for the installation of a new water service connection out- side the city and the Suffolk service area, the charges sb~ll be one and one-half (1 1/2) times those specified in subsection (a) above. (c) Any existing water service connection which was installed prior to-July 1, 1962, shall be owned by the owner of the premises served thereb~ and maintained by the owner or ten- ant of said premises unless the owner thereof shall, at the in- stance of any required repair between the main and the meter, convey said water service connection to the city and make one- half (1/2) the payment specified in subsection (a} hereinabove. Such a water service connection shall be repaired and thereafter maintained by the department of public utilities. (d) Except as provided in subsection (e) hereinbelow any privately owned water service connection or portion thereof shall he maintaine~ by said owner or the tenant of the premises served thereby in accordance with the standards of the depart- ment of public utilities and the provisions of this article. Failure to conform to said standards and provisions shall con- stitute cause for discontinuance of service. When such failure necessitates shutting off water service at the tap cutoff valve the owner of such water service connection shall pay the cost thereof and the cost of restoring service before service shall be restored by the department of public utilities. (e) Whenever an existing water service line is dam- aged because of vehicular traffic on ~he road above the sam~ or caving in the roadway between the water main and the meter, it shall be the responsibility of the department of public utilities to repair such damage and replace such lines as the situation re~ quires. Section 38-77~ Charges for service established. Any person contracting with the city for sewage dis- posal service, or the o~wner, leasee or tenant, or any or all of them, who uses or occupies any real estate which directly or in- directly is or has been connected with the sewage system of the city, or from or on which originates or has originated sewage or industrialwastes or other wastes which directly or indirectly enter or will enter the sewage system shall pay to the city for the use and services of such system the fees, rents and charges according to the following schedule of rates: -3-
