Section 12. Part-time employees. Any person employed on a part-time basis shall receive compen- sation as prescribed by the City Manager or Director of Personnel. Section 13. Overtime - generally. (a) Except in cases of emergency, no employee shall receive any compensation for extra or overtime work unless such has been approved in advance by the department head and the City Manager. (b) Ail non-exempt employees, shall be compensated at a rate of one and one-half times the straight hourly rate for all hours worked in excess of forty hours in a workweek. "Non- exempt employees" shall be those employees subject to the over- time provisions of The Fair Labor Standards Act as amended. (c) Any non-exempt employee who is required to work on a holiday shall be paid for the straight hours worked, plus the normal pay for one day of work. (d) In cases of emergency, the City Manager may, at his dis- cretion, authorize payment for overtime to employees in exempt categories. Section 14o Overtime and additional compensation - Fire - fighter and Policeman. (a) Firefighters and policemen shall not receive any compen- sation for extra or overtime work, except in cases of emergency or as hereinafter provided. Any extra compensation allowed must be approved in advance of the performance of the work by the Chief of the respective department with the approval of the City Manager and must be entered by the Chief on the next succeed- ing payroll submitted to the City Payroll Clerk. (b) Payment for overtime for firefighters and policemen shall be computed as those hours in excess of two-hundred-forty in a twenty-eight day tou= of duty, or in the case of a fire-fighter or policeman to whom a work period of at least seven but less than twenty-eight days applies, the employee shall receive com- pensation for overtime for tours of duty which, in the aggregate exceed a number of hours which bears the same ratio to the number of consecutive days in his work period as two-hundred-forty hours bears to twenty-eight days.
