AN ORDINANCE TO A~IEND AND REORDAIN ARTICLE V OF CHAPTER 40 OF SAID CODE PERTAINING TO HISTORIC DISTRICT. BE IT ORDAINED by the Council of the City of Ports- mouth, Virginia: 1. That Article V of Chapter 40 of the Code of the City of Portsmouth, 1973, be amended and reordained to read as follows: ARTICLE V. HISTORIC DISTRICT Section 40-92. Purposes and objectives. The purposes and objectives of this article are declared to be the promotion and preservation of the general welfare of the inhabitants of the city, including, but not l~mlted to, the promotion and preservation of its educational, cultural and economic interests, opportunities and advantages, through: (a) The preservation and protection of historic buildings, structures, places and areas of historic interest; (b) The preservation, protection and maintenance of such buildings, structures, places and areas as landmarks in the history of the colony and Commonwealth of Virginia and the. Town and City of Portsmouth commemorative of the events, c~rcumstances and architecture associated therewith, and as tangible reminders of the colony and Commonwealth of Virginia and the Town and City of Portsmouth in the early days of their settlement and development; (c) The development and maintenance of appropriate settings ~nd environment for such buildings, structures places and areas ' buildings historica2 preserved the econo~ and the ci and ~ouris buildings, (d) The'regulation and control of construction of new and structures to preserve and protect such areas of interest and the setting and environment found or :herein; and (e) The promotion, development and preservation of F, co~erce and industry of the Commonwealth of Virginia ty, specifically with regard to the property values t trade~ by the preservation and protection of such .s~uct~.:es, places and areas, their maintenance for
