AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, 197.3, BY ADDING ARTICLE IV TO CHAPTER 3 THEREOF PERTAINING TO FORTUNE- TELLERS, CLAIRVOYANTS AxND PRACTITIONERS OF PALMISTRY, PHRENOLOGY AND HANDWRITING ANALYSIS. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That the Code of the City of Portsmouth, 1973, be amended by adding thereto Article IV of Chapter 3, entitled Fortunetellers, Clairvoyants and Practitioners of Palmistry, Phrenology and Handwriting Analysis and to read as follows: Section 3-41. Permit required. No license shall be issued by the Commissioner of Revenue for persons to tell fortunes or act as a clairvoyant or to practice palmistry, phrenology or handwriting analysis Within the City unless and until a permit to tell fortunes, act as a clairvoyant or to practice palmistry, phrenology or handwriting analysis withi~ the City shall be issued as pro- vided in this Article. Section 3-42. Application for permit. Any person desiring to obtain a license to tell fortunes, act as a clairvoyant or to practice palmistry, phrenology or handwriting analysis shall first make a written application to the City Manager for an annual permit to tell fortunes, act as a clairvoyant or to practice palmistry, phrenology or handwriting analysis, which said application shall contain the following information: located. (3) If the owner or operator is a corporation, then such application shall set forth the true or equitable owners of the stock of such corporation and the name of the ri~istered agent and the address of the registered office of the corporation.
