AN ORDINANCE TQ CREATE A CO~MITTEE OF EDUCATION INTERESTS TO SERVE AS AN ADVISORY BODY CONCERNING THE UTILIZATION OF EDUCATION ACCESS CF~NNEL OF THE PORTSMOUTH CABLE TELEVISION SYSTEM. BE IT ORDAINED by the Council of the City of Ports- mouth, Virginia: i. That the Code of the City of Portsmouth~ Virginia~ !973~ be amended by adding thereto new sections numbered 2-340t 2-341 and 2-342~ such new sections to read as follows: Section 2-340. Committee of Education Interests~ establishment Ofo There is hereby established a Committee of Education Interests in accordance with Chapter iii of the Master State Plan for Public Telecommunications heretofore promulgated by the Virgznza Public Telecommunications Council° Section 2-341. Appointment of M~mbers; terms~ removal from office. (a) The Com~mittee of Education Interests shall consist of seven members to be appointed by City Council. Of the initial seven members appointed~ three shall be appointed for terms of three years, two shall be appointed for terms of t~o years~ ~nd two shall be appointed for uerms of one year. Upon the exoira- tion of the original terms of committee m~bers~ all appoint~ menus shall be for terms of three years. Subject to the provi- sions of subsection (b), a member of the committee may be removed by City Council if such removal is found by the Council to be in the best interests of the com~ittee~ (b) All appointments to and removals from the committee shall be subject to the concurrence of the Virginia Public Tele- communications Council. (c) The composition~ organization~ by-laws and operating procedures of the Committee o~ Education Interests shall con- form to the rules and regulations of the Virg~%ia Public Tele- communications Council. Co~mittee structure and procedures shall be ~ended from time ~o time as ~ay be necessary to conform to changing rules and regulations of the teleconuuunications councii.
