(i) Compliance with minimum safety standards. <br /> <br /> (ii) Ownership or possession of all equipment and <br />facilities deemed necessary by the city manager to provide <br />essential towing services. <br /> <br /> (iii) A fee schedule promulgated by the City Manager <br />providing for the maximum fees to be charged by a tow truck <br />operator for services rendered. Such fee schedule shall include <br />a charge of not less than $22.50 for basic towing services and <br />additional charges for necessary services in particular cases. <br />The City Manager shall determine whether additional services <br />were necessary in each particular case and approve all fees <br />charged therefor. <br /> (iv) Maintaining of a business office accessible to <br />patrons during reasonable business hours. <br /> <br /> (v) Keeping accurate and complete records of all <br />transactions governed by this section. <br /> <br /> (vi) Maintaining proper custody of towed vehicles and <br />their contents. <br /> <br /> (vii) Separate listings for those tow operators who <br />will perform services only during daytime hours on regular week <br />days and for those tow operators who are willing to perform <br />services during night hours, weekends and holidays. <br /> <br /> (viii) Reasonable sanctions against operators who violate <br />the rules and regulations, including suspension and removal from <br />the tow book; provided, that the.operator in question shall re- <br />ceive notice of his delinquencies and shall have an opportunity <br />to respond before any remedial action is taken. <br /> <br /> (ix) Ail other rules, regulations or conditions which <br />are incidental to the guidelines promulgated herein or which are <br />necessary and proper to implement these guidelines. <br /> <br /> (c) Tow operators called pursuant to the provisions <br />of subsection (a) shall be called in sequence; after performing <br />their servAces or being unable to respond for any reason, they <br />shall go to the bottom of the list. When a tow operator registers <br />with the city manager for the first time, he shall be placed at <br />the bottom of the list. <br /> <br /> Adopted by the Council of the City of Portsmouth, Vir- <br />ginia, at a meeting held February 25, 1975. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
