Section 11. Advanced Degrees. (a) Any employee who at the direction of his department head or with the prior written approval of the department head and City Manager or his designee, obtains an associate, baccalaureate, or advanced degree in his field or profession beyond that required in his position shall be paid an additional five hundred and No/lO0 ($500.00) per annum, such sum to be paid in equal installments at the same time as the base salary is paid. Section 12. Proposed Evaluations and Classifications. (a) The Department of Personnel shall perform a continuing salary administration program %o insure internal equity among position classifications. The salary adminis- tration program shall include salary surveys, job audits, and analysis of turnover. (b) The Personnel Depart~m~ent shall approve all position reclassificatiens~ additions (New Positions) or deletions prior to the action being taken. However, the City Manager may implement changes of the abov~e nature at his discretion in situations requiring immediate corrective action. Section 13. Allowances. The rate of pay set forth in this schedule shall be deemed to include the full compensation of the employee, and the value of any allowances made to the employee by the City shall be considered as a part of his compensation. Section 14. Complements of Fire Department and Police Departmen_t. (a) The authorized complement of the Fire Department shall be one Chief, one Deputy Chief, eight Battalion Chiefs, thirty-five Captains, thirty-five Lieutenants, and one hund- red thirty-four Firefighters.
