registered bicycle in a conspicuous place on that part of <br />the bicycle frame into which the seat pos~ is fitted. <br /> <br /> Upon receipt and approval of an application with <br />the registration fee hereinafter provided and upon issuance <br />of the registration card and decal, the Commissioner of <br />Revenue shall cause to be delivered to the Chief of Police <br />a copy of such application indicating thereon the registra- <br />tion number of the decal so issued. It shall be unlawful <br />to attach any such decal to any bicycle other than the one <br />for which the same was issued. <br /> <br /> The Commissioner of Revenue shall keep a complete <br />record of all bicycles registered pursuant to this chapter, <br />showing the name and address of the owner thereof, the maker <br />class and frame number of such bicycle, the number of the <br />decal inssued therefor, and such other information as <br />Commissioner of Revenue may prescribe. <br /> <br /> 2. That Section 5-12 of the Code of the City <br />of Portsmouth, Virginia, 1973, be amended and reordained <br />to read as follows: <br /> <br />Section 5-12. Penalties. <br /> <br /> Any person who shall remove, change, alter or <br />mutilate any bicycle frame number in violation of Section <br />5-7, shall upon conviction ~hereof, be fined not more than <br />Fifty ($50.00) Dollars for each offense, and any person <br />who shall violate any other provision of this chapter shall, <br />upon_conviction thereof, be fined not less than~Five ($5.00) <br />Dollars nor more than Twenty ($20.00) Dollars for each <br />offense. <br /> <br /> 3.
