A/q ORDINANCE TO A~IEND SECTION 11-43, CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, AS AMENDED, BY AMENDING SUBPARAGRAPH (b) THERETO, PERTAINING TO DUTIES OF THE DIRECTOR OF FINANCE. BE IT FURTHER ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That Section 11-43(b) of the City of Ports- mouth, Virginia, 1973, be amended and reordained to read as follows: Section 11~43. General powers and duties. ' (b) The Director of Finance shall have the power and shall be required to: (1) Prescribing forms. Prescribe the forms of r~ports, receipts, vouchers, bills or claims to be used by all the offices, departments and agencies of the City government. (2) Examination; approval of documents. Examine and approve all contracts, orders and other documents by which the City Government incurs financial obligations, having previously ascertained that funds have been ~ppropriated and allotted and will be avail- able when the obligation shall become due and payable. (3) Auditing, approval of claims. Audit and approv~ before payment all bills, invoices, payrolls and other ~vidences of claims, demands or charges against the City gpvernment and~ with the advice of the City Attorney, ~etermine the regularity, legality and correct- ness of such claims, demands or charges.
