from the City at largo. <br /> <br /> Two additional five (5) year appoin~ents are <br />created and effective from January 1, 1976. One shall be <br />appointed from at lease three (3) nominees made by the <br />Cradock Property Owners Association, and one shall be <br />appointed from the City at large. <br /> <br /> A vacancy occurring in the membership of the <br />commission for any cause shall be filled for the un- <br />expired term by the City Council from nominees made by <br />the organization or association which originally nominated <br />the member causing the vacancy. The me~bers of the <br />commission shall serve as such without compensation. <br /> <br /> (c) The commission shall elect from its member- <br />ship a chairman and vice-chairman, whose terms as such shall <br />be fixed by the commission. The chairman shall preside over <br />the meetings of the commission and shall have the same right <br />to vote and speak therein as the other members. The vice- <br />chairman shall in the absence or disability of the chairman <br />perform the duties of the chairman. In the absence or disabi- <br />lity of both the chairman and the vice-chairman, the commission <br />shall be a majority vote of those present choose one of their <br />members to act as chairman pro tempore. <br /> <br /> (d) The commission shall appoint the secretary'who <br />shall be an officer or employee of the City Planning Commission. <br />The secretary shall keep a record of all resolutions, proceed- <br />ings and actions of the commission. <br /> <br /> (e) Four (4) members of the commission shall consti- <br />tute a quorum for the transaction of its business or the per- <br />formance of its functions. The commission shall adopt rules <br />for the transaction of its business or performance of its duties, <br />which shall provide for the time and place of holding regular <br />meetings. They shall also provide for the calling of special <br />meetings by the chairman or by at least two (2) members of the <br />commission. All meetings of the commission shall be open to the <br />public, and all action by the commission must be taken at a public <br />meeting. <br /> <br /> (f) The commission shall keep a record of its resolu- <br />tions, proceedings and actions. The concurring affirmative vote <br />of a majority of the members present shall be necessary for the <br />adoption of any resolution, motion or other action of the com- <br />mission. The commission in the exercise of its powers and per- <br />formance of its duties shall act only by formal resolution which <br /> <br />-2- <br /> <br /> <br />
