baccalaureate, or advanced degree in his field or profession <br />beyond that required in his position, shall be paid an addi- <br />tional Five Hundred and no/100 Dollars ($500.00) per annum, <br />such sum to be paid in equal installments at the same time <br />as the base salary is paid. Payment for educational attain- <br />ment prior to being employed by the City is specifically ex- . <br />cluded from this section. <br /> <br />SECTION 13. ~roposed Evaluations and Classifications. <br /> <br />(a) <br /> <br />The Department of Personnel shall perform a continuing salary <br />administration program to insure internal equity among posi- <br />tion classifications. The salary administration program shall <br />include salary surveys, classifications, audits, and analysis <br />of turnover. <br /> <br />(b) <br /> <br />The~Personnel Department shall approve all position reclassi- <br />fications, additions (New Positions) or deletions prior to <br />the action being taken. However, the City Manager may im- <br />plement changes of the above nature at his discretion in situ- <br />ations requiring immediate corrective action. <br /> <br />(c} <br /> <br />In the event of a position reevaluation that results in a re- <br />duction in grade for the class, all employees in the effect- <br />ed class shall retain their current pay rate. Effected em- <br />ployees will be moved to the equivalent step of the lower <br />grade. <br /> <br />If the effected employee's current rate is higher than the <br />'tO" step of the lower grade, he/she will be placed in a <br />special payroll class and retained in this status until, <br />through promotion, reclassification or adjustments due to <br />salary surveys, he/she can be reestablished under the Classi- <br />fication and Pay Plan at a regular grade and step. <br /> <br />SECTION 14. Complements of Fire Department and' <br /> Police Department. <br /> <br />(a) <br /> <br />The authorized complement of the Fire Department shall be <br />one Chief, one Assistant Chief, eight Battalion Chiefs, <br />thirty-six Captains, thirty-five Lieutenants,.and one hund- <br />red thirty-four Firefighters. <br /> <br />(b) <br /> <br />The authorized complement of the Police Department shall be <br />one Chief, two Assistant Chiefs, seven Captains, twelve <br /> <br /> <br />
