Section 23-503. Same - Safe operation of boats required. It shall be unla~m5131 for any person to operate or manipulate any motor boat, tow rope or other device by which the d~rection or location of w~ter skis, surfboards and other similar device may be affected or controlled in such a way as to cause the water skies, suzfboard or other similar device, or any person thereon, to collide with any object or person. Any person who violates the provisions of sections 23-500, 23-501, 23-502 or this section shall be guilty of a Class 4 misdemeanor. Section 23-504. Regattas, races, etc. The provisions of this article shall not be construed to prohibit regattas, the running of races or exhibitions, during an approved, publicly announced, properly supervised and adequately, patrolled regatta, race, speed trial or exhibition. Written approval for such events frc~ the city manager, pursuant to the rules and regulations of the Coast Guard and cc~mission, and the United States Coast Guard, or frcm the Commission of Game and Inland Fisheries of the cc~monwealth, shall be deemed sufficient evidence of approval. Section 23-505. Reckless motor boating, water skiing, etc. It shall be unlawful for any person to operate any motor boat or other vessel, or to manipulate any water skis, surfbos~d or other s:hnilar device on any of the waters in the city, in a reckless or negligent manner so as to endanger or be likely, to endanger the life, limb or property of any person. Section 23-506. Operating boats, skis, etc., under influence of intoxicants prohibited; penalties. It shall be unlawful for any person to operate any motor boat or other vessel, or manipulate any water skis, surfboard or other similar device on any of the waters in the city while under the influence of intoxicating beverages or under the influence of any self-administered Any person who shall violate any of the provisions of section 23-505 or this section shall be guilty of a Class 1 misdemeanor. Section 23-507. Sunk or abandoned vessels, b~rges, etc.; floating timbers, logs, etc. It shall be unlm~ful for any person voluntarily to sink or abandon, or permit or cause to be sunk or abandoned, any vessel, barge, sco~ or other craft in the waters in the city, or to float loose timbers, logs or o~her debris therein.
