(b) The City Council, at its discretion, independently <br />or in conjunction with the permit applicant, may agree to construc% such <br />approved drainage facilities; previded in areas zc~ed residential, the <br />City will construct such facilities using non-local funds only. Non- <br />local funds are those received by the City frc~ federal or state grants. <br /> <br /> II. All developments shall, where considered feasible by the City <br />Engineer, provide retention and mass detention facilities to reduce the <br />additional drainage flow to all existing drainage systems where sufficient <br />land exists to pe~mi% these facilities and/or where needed to permit <br />proper utilization of existing and proposed drainage facilities. <br /> <br /> III. Approval by the City Engineer will not release the liability <br />of the developer frc~ the requirements of a safe f~nctional design. <br /> <br /> 2.
