AN Ot~DtNANIIE TO AMEND THE CODE OF THE CITY gE POP~TSMOUTH, VIRGI~/A, <br />1973, BY AMENDIAE SECTIONS 12 1/2-3(a), 12 1/2-5, AND BY ADDING THERETO <br />SECTIONS 12 1/2-6(e), 12 1/2-9, 12 1/2-10. 12 1/2-11: PERTAINING TO <br />FLOOD CONTROL MANAGEMENT. <br /> <br />RE IT ORDAtNZD by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. That Section 12 1/2-3(a) of the Code of the City of Portsmouth, <br />1973, be amended to reed as follows: <br /> <br />Section 12 1/2-3(a). Flood Hazard District 1 [FH-1). <br /> <br /> This district is that zone which is subject to the intermediate <br />regional tidal flood. ~his flood has an average frequency of bnce in <br />one hundred (100) years; it produces a flood height or still water-level <br />of eight and one-haLf (8.5) feet above raean sea level, as determined by <br />the U. S. Army Corps of Engineers. Any changes in the delineation of <br />this district are subject to approval by the Federal Insurance Admir~s- <br />trator. <br /> <br /> 2. That Section 12 1/2-5 of the Code of the City of Portsmouth, <br />1973, be amended to reed as follows: <br /> <br />Section 12 1/2-5. Floodproofing; definition of. <br /> <br /> Floodproofing, as used herein shall mean one or more structural <br />provisions, changes, or adjustment to property to require all new con- <br />struction end substantial i~provements to be designed so that below the <br />base flood level the structure is watertight with walls substantially <br />impemmeable to the passage of water and with st~lctural components <br />having the capability of resisting hydrostatic and hydrodynamic leeds <br />and effects of buoyancy to eliminate flood damage to structures., con- <br />tents thereof, and water and sanitary facilities. Such m~asures may <br />include but are not limited to the ancbx~raqe of structure to foundations, <br />installation of watertight doors and bulkheads, reinforcement of walls <br />to resist water pressure, the use of pa/nts, membranes or mozTmrs to <br />reduce seepage of water through walls, addition of mass or %~ight to <br />structures to resist flotation, installation of ph-mps to lower water <br />levels in structures, construction of water supply and water treatment <br />syst~s to prevent the entrance of flood water use of pumping facilities <br />for subsurface drainage facilities for b~ldings to relieve external <br />foundation wall and basement floor pressures, and the installation of <br />cutoff valves on sewer lines or elimination of gravity flow basement <br />drains. /m any case, where the adequacy of flood proofing measures <br />shall be in issue, the Building Official shall detenrd~e the matter. A <br />person aggrieved by a ruling of the Building Official may appeal such <br />ruling to the Bosrd of Adjustments end Appeals in accordance with the <br />provisions of Section 127.O through 127.6 of %he BOCA Basic Building <br /> <br /> <br />
