Code of the City of Portsmouth. The Building Official and the Board <br />shall make their decisions in accordance with the rules, regulations and <br />guidelines prc~ulgated by the Federal Insurance Administrator. ' <br /> <br /> 3. That Section 12 1/2-6 (e) be added to Chapter 12 1/2 of the Code <br />of the City of Portsmouth, Virginia, 1973, to read as follows: <br /> <br />Section 12 1/2-6(e). <br /> <br /> Any such permitted d~elopment is subject to all other applicable <br />Federal and State rules and regulations. <br /> <br /> 4. That Section 12 1/2-9 be added to Chapter 12 1/2 of the Code of <br />the City of Portsmouth, Virgmuia, 1973, to read.as follows: <br /> <br />Section 12 1/2-9. Substan-~ial improver~ent, definition of. <br /> <br /> Substantial improvea~nt, as used herein, means any repair, re- <br />construction, or improvement of a structure, the cost of which equals or <br />exceeds 50 percent of the market value of the structure either, (a) <br />before the improvement or repair is started, or (b) if the stmucture has <br />been damaged, and is being restored, before the damage occurred. For the <br />purpQses of this definition "substantial ~prove~nt" is considered to <br />occur when the first alteration of any wall, ceiling, floor or other <br />structural part of the building ~s, whether or not that alteration <br />affects the external dimensions of the structure. The ten~ does not, <br />however, include either (1) any project for ~provement of a structure <br />to comply with existing state or local health, sanitary, or. safety code <br />specifications which are solely necess~-y to assure safe livir~ conditions <br />or (2) any alteration of a strucuure listed on the National Register of <br />Historic Places or a State Inventory of H~toric Places. ~ <br /> <br /> 5. ~aat Section 12 1/2-10 be added to Chapter 12 1/2 of the Cede <br />of the City of Portsmouth, Virginia, 1973, to read as follows: <br /> <br />Section 12 1/2-10. Flood Control Management, criteria relative to <br /> placement of mobile homes. <br /> <br /> All mobile hc~es placed within Flood Hazard District 1 ,~/4-1) shall <br />be anchored to resist flotation,, collapse, or lateral movement by pro- <br />riding ove_r-the~top and frame ties to ground anchors. <br /> <br /> (a) Specific requir~a~nts for the plaomment of mobile hc~es shall <br />be that: <br /> <br /> (1) Over-the-top ties are tx) be provided at each of the four <br />corners of the mobile hc~e, with two additional ties per side at inter- <br />mediate locations and mobile hc~es .less than 50 feet long requiring one <br />additional tie per side; <br /> <br /> <br />
