(e) <br /> <br />(f) <br /> <br />Police Department Helicopter Pilots shall receive a flight <br />pay allowance in the amount of one hundred dollars ($t00.00) <br />per month. <br /> <br />Police Officers serving in special programs and pilot <br />programs shall be compensated in such amounts as authorized <br />by City Council or in such amounts for which contracts <br />have been entered for the purpose of developing effective <br />police techniques. All assignments will be approved in <br />advance by the City Manager. <br /> <br />SECTION 12. Education Allowance <br /> <br />(a) <br /> <br />Any employee who at the direction of his Department Head <br />or with the prior written approval of.the Department Head <br />and the City Manager or his designee, obtains an associate, <br />baccalaureate, or advanced degree in his field or pro- <br />fession beyond that required in his position, shall be <br />paid an additional five hundred dollars-($500.00) per <br />annum, such sum to be paid in equal installments at the <br />same time as the base salary is paid. Payment for <br />educational attainment prior to being employed by the City <br />is specifically excluded from this section. <br /> <br />(b) <br /> <br />Effective July 1, 1978, Section 12(a) above will apply <br />only to those employees currently receiving or enrolled <br />in an approved education program to obtain the educational <br />allowance. <br /> <br />As of this date the Tuition Assistance Program (TAP) for. <br />the City of Portsmouth is initiated by an Administrative <br />Policy Directive. This Tuition Assistance Program may <br />not be used for course work required to complete eligi- <br />bility for the former educational allowance. <br /> <br />SECTI~ 13. Salary and Classification Specification Administration' <br /> <br />(a) <br /> <br />· The Department of Personnel shall perform a. continuing <br />salary administration program to insure internal equity <br />among position classifications. The salary administration <br />program shall include salary surveys, reclassifications, <br />evaluations, audits, and analysis or.turnover. <br /> <br />(b) <br /> <br />The Personnel Department shall approve all position. <br />reclassifications, additions (New Positions) or deletions <br />prior, to the action being taken. However, the City Manager <br />may implement changes of the above nature at his discretion. <br /> <br />(c) <br /> <br />In the event of a position ~e-evaluation that results <br />in a reduction in grade for the class, all employees in <br />the effected class shall retain their current pay rate. <br />Effected employees will ~e moved to the equivalent step <br />of the lower grade. <br /> <br /> <br />
