If the effected employee's current rate is higher than the "O" step of the lower grade, the employee will be placed in a special payroll class and retained in this status until, through promotion, reclassification or adjustments due to salary surveys, the employee can be re-established under the Classification and Pay Plan at a regular grade and step. SECTION 14. Complements of Fire Department and Police Department (a) The authorized complement of the Fire Department shall be one Chief, one Assistant Chief, eight Battalion Cheifs, thirty-six Captains, Thirty-five Lieutenants, and one hundred thirty-four Firefighters. The authorized complement of the Police Department shall be one Chieft two Assistant Chiefs, one Field Operations Commander, eight Captains, eleven Lieutenants~ twenty- eight Sergeants and one hundred sixty-two Police Officers. SECTION 15. Salaries For Unclassified Positions (a) The annual salaries of the following unclassified positions shall be the amounts herein stated: (a) City Manager lb) Clerk of Circuit Court (c) City Assessor (d) City Attorney (e) City Clerk $43,452.00 $30,163.00 $25,000.00 $40,403~00 $12,135.00 (b) The office of the City Attorney shall receive an additional twelve thousand dollars ($12,000) as annual compensation from the Portsmouth School Board for professional services rendered, subject to School Board approval. The City Attorney shall receive from this amount four thousand ($4,000) annual compensation, which is included in his total salary quoted in Section 15A. (c) Part-time employees, whose positions are not classified, shall receive compensation as prescribed by the Department Head and Director of Personnel. SECTION 16. Uniform Allowances Any employee who is required to wear a uniform in the regular performance of official duties shall be furnished three (3) changes of such uniforms each week at no cost to the employee.
