(d) 'Sworn personnel in the grades of Police Officer, Police <br /> Sergea~t~ and Police Lieutenan~ skatl receive ~n allowance <br /> in the amount of fifty dollars ($50.00) per month as com- <br /> pensation for beisg required to wear a handgun at all times. <br /> <br />(e) Police Department Helicopter PilOts shall receive a flight <br /> pay allowance in the amount of one hundred dollars ($i00.00) <br /> per month.. <br /> <br />(f) Police Officers serving in special programs and pilot programs <br /> shall be compensated in such amounts as authorized by City <br /> Council or in such amount for which contracts have been entered <br /> for the purpose of developing effective police techniques. Ail <br /> assignments will be approved in advance by the City Manager. <br /> <br /> (g) Effective January 1, 1980, sworn personnel in the grades of <br /> Firefighter, Fire Lieutenant and Fire Captain, who have success- <br /> fully completed the Emergency Medical Technician (EMT) course, <br /> shall receive an allowance in the amount of fifty dollars ($50.00) <br /> per month. <br /> <br />SECTION 12. Tuition Assistance Program <br /> <br />The City of Portsmouth has established a Tuition Assistance Program <br />for the purpose of providing, on the approval of Department Heads <br />and the Director of Personnel, financial assistance to employees <br />who undertake education attainment beyond that specifically required <br />for Their current jobs. <br /> <br />The details of this program are contained in Administrative Policy <br />Directive number 21. <br /> <br />SECTION 13. Salary and Classification Specification Administration <br /> <br /> (a) The Department of Personnel shall perform a continuing salary <br /> administration program to insure internal equity among position <br /> classifications. The salary adminismration program shall in- <br /> clude salary surveys, reclassifications, evaluations, audits <br /> and analysis of turnover. <br /> <br /> (b) The Personnel Department shall approve all position reclassi- <br /> fications, additions (new positions) or deletions prior ~o the <br /> action being taken. However, the City Manager may implement <br /> changes of the above nature at his discretion. <br /> <br /> (c) In the event of a position re-evaluation that results in a re- <br /> duction in grade for the class, while all employees in the <br /> affected class shall retain their current pay rate, affecIed <br /> employees will be moved to the appropriate step of the lower grade. <br /> <br /> If the effected employee's current rate is higher than the Gt <br /> step of the lower grade, the employee will be placed im a <br /> special payroll class and retained in this status until through <br /> longevity, promotion, reclassification or other adjustments, <br /> the employee can be re-esTablished under this Classification <br /> ~nd Pay Plan at an appropriate grade and step. <br /> <br /> <br />
